Step 1: buy some noise/environment monitoring nodes from Lochard.
Step 2: Install off-the-shelf software and get some hosted services.
Step 3: Write enormous cheque.
Step 4: Wait for the geeks to inform you that amateurs have been providing most of this info, for free, for years, in real time.
Also wait for backlash when people realise how much technology A$20m is *supposed* to buy you.
